Define liquidity/volume reward programs over B DEX pools. Eligibility and rewards are computed from verified on-chain swaps; payouts are exported as Safe-ready batches.

No payments are executed automatically. Every reward and grant batch is exported as a Safe-ready payload and requires 2-of-2 Safe approval before any BOT moves. BOLT holds no keys and signs nothing.

Campaigns are held in-memory in this build; production persists them in Postgres.
